This was from an Australian TV show that screened just before the Sydney Olympics, and was a send-up of the organisng committee, everyone involved, and all the debacles that came up.
Syd Games was the guy's name, and I used to remember what the ep was about enough to remember why that was funny, but alas, no longer :)
